OVERVIEW OF THE STEPS PROGRAM
The STEPS Program is an optional family planning program specifically designed for sexually active adults with mental retardation. Participants are assessed to determine strengths and needs in the areas of relationships, physical health, emotional health, and parenting. Referrals will be made and/or instruction and other services will be provided, based on individual needs.
Information on abortion or services to obtain an abortion (such as arrangement of transportation) will not be provided through the STEPS Program. The only exception to this would be if the physician has found, and certified in writing to the Medicaid agency, that the life of the mother would be endangered if the fetus were carried to term.
STEPS PROGRAM GOALS
Program goals include:
- the prevention of second-generation mental retardation
- the promotion of healthy, quality lifestyes for adults with mental retardation and their families
STEPS PROGRAM OBJECTIVES
Program objectives include teaching sexually active adults with mental retardation the following:
- how to prevent unwanted pregnancies
- how to prevent sexually transmitted diseases
- how to prevent sexual abuse and victimization
- how to prevent problem pregnancies through knowledge of adequate prenatal care
- how to be effective, stimulating, nurturing parents
